Welcome Walter Schweitzer on the law suit to prevent CI-121 from being on the ballot

Walter Schweitzer was elected president of Montana Farmers Union in October 2019. Schweitzer, who is now 57 years old, purchased his own farm at the age of 18, and graduated from Montana State University in 1985 with a B.S. in Agronomy.  Like many others, he learned the importance of market access and common sense trade deals through the 1980’s agriculture crisis, a time that he says forced him to leave his farm in order to pay down the debt he had acquired.  He and his wife Cindy Palmer spent five years in Saudi Arabia, before returning to Montana in 1990, where they have raised their two daughters.

CI-121 is meant to limit annual increases and decreases in valuations of residential property to either 2% or the inflation rate (whichever is lower) when assessing property taxes if the property is not newly constructed, significantly improved, or had a change of ownership since January 1, 2019. CI-121 establishes 2019 state valuations as the base year for the valuations of residential property and permits annual state reassessment. It requires the Legislature to limit total ad valorem property taxes on residential property to 1% or less of the assessed valuation. It requires the Legislature to define “residential property” and provide for the application and implementation of the initiative and permits the state to assess other real property based on acquisition value.
